MY despatch No. 172 of 9th June: Morphia. Sir C. Greene has forwarded to me copy of his note to Japanese Government of 9th July, intimating decision of His Majesty's Government to grant no licences for export unless applications are certified by competent authorities of importing country as for actual consumption for medicinal purposes in that country itself.
Am I right in assuming that this decision applies to all importing countries? If so, I propose so to inform Chinese Government, and to endeavour to spur them on to effectively control consumption in China by domestic legislation (see Sir J. Jordan's despatch No. 170 of 22nd June, 1916).
